背景介紹：

近日，漢陽城管部門采取“文明接力”的方式對違規(guī)行人進(jìn)行處罰，即如市容監(jiān)督員發(fā)現(xiàn)行人闖紅燈過馬路，該行人就必須在原地替市容監(jiān)督員“值班”，提醒市民看燈通行，直到抓到下一個(gè)違規(guī)過馬路的行人才可“下崗”。據(jù)悉，該方法實(shí)行一周以來，違規(guī)行人較此前下降五成。
     據(jù)介紹，此前為了**行人安全，城管部門安排市容監(jiān)督員值守在主干道路口。根據(jù)有關(guān)管理規(guī)定，市容監(jiān)督員可對違規(guī)行人處以罰款，但不少行人對此抵觸情緒很大，沒有起到宣傳教育效果。而“文明接力”的方式讓人更易接受。

We Chinese have always been criticized of uncivilized behaviors nationwide, involving spitting, talking loudly in public places and running the red light. Particularly, when pedestrians walk cross the road, they tend to go through the red light, taking granted that no cars dare run into them. In response to the misunderstanding, local governments have carried out various measures. The most effective way is to let citizens themselves be the supervisor – finding people who are walking through red light. It is said that the number of people running the red light decreased by half in one week. Nevertheless, people doubt about the legitimacy of this action. The related department has no right to restrict personal liberty. In this way, I suppose we can take a flexible measure, to let pedestrians be the supervisor or pay fines instead.
